What does this thing do?

We're still noodling with the water theme (you can noodle, too, here) and within that context I still find myself photographing things that most others might call unpretty.
Unpretty doesn't mean uninteresting. Not in my world, anyway.
Your turn: What was going through the mind of the guy - definitely a guy - who painted this?

He was too tired to avoid painting the handle,so took the easy way out and just slathered the whole thing..lol,or he wanted to camo it and frustrate whoever would need to adjust that handle.
I've never understood modern art.
I think he was thinking about lunch and a nice vanilla shake to go with it.
He was in a hurry and simply wanted to be done... of course with the paint on there, it won't turn.
Being in a hurry, or trying to hide a faucet shut off valve for something, (water-wet-theme!)???
and it might not be painted shut...I've been there done that kind of thing...don't tell anyone!

I haven't the foggiest clue as to why that faucet turn would be painted. I am too busy laughing over the idea.

Nice photo! I wonder how long it's been since the valve was actually used...
ha! nice shot!! i've seen this so many times...in so many different ways...like painting over twindow frames & sills...sealing the window shut! people just in a hurry...figuring they really don't NEED that faucet...or to open that window...HA!!
